Psychopathic bully?!?

So there's this dude in my old school, he used to stalk me, and har me and sit next to me in cl on purpose and make fun of me, and insult me and spread rumors about me and stuff. Because he was obsessed with me and in love with me in a very disturbing manor which involved touching me in areas, we're 13 and he stood up in the middle of English cl and read me a love poem, and he used to point to himself and make a love heart with his hands and then point at me all the time in cles and ask my friends for my number and where I lived and stuff, and he asked me to marry, it's not a joke, he was new and never bothered to make any friends because he was to busy trying to marry me and touching me. but I just don't like him. So I moved school and blocked him from everything but now he's doing it stalking and fighting my best friend to try and find me, so made an email ID and emailed him to leave her alone and he was like why, we're in love, and she's terrified and I am too, what do i do?!?!
