Is it possible to make road structure betwen Srilanka/India using and modifying adam's bridge for Sethusamudra

Reg Sethusamudram project there is hue and cry all over in India. If the adam's bridge structures are still strong instead of making dredging to make short cut the shipping route I feel the road structure can be made between Sri Lanka and Mandapam for easy road transport altering the old adam's bridge. Is it a foolish idea?
