Giving Boyfriend Ultimatum?

My boyfriend and I have been together for a little over 4 years. I'm 30 and he's 34. I recently proposed and he said no. "He wasn't ready" is exactly what he said. I am totally devestated. I'm ready to settle down and have a family, and he should know by now what he wants. He said part of the issue is his family as they do not approve of us dating since I am divorced. Would it be wrong to say the following 2 things: I'm giving you 6 months to decide on what you want as we have been together for a long time and you should know what you want and be ready. AND It's time you decide: it's me or your family.
